The GCC is rapidly emerging as a global tech hub, led by Saudi Arabia and the UAE’s bold investments in AI and digital infrastructure. Saudi’s $100B Project Transcendence and Abu Dhabi’s $3.54B Digital Strategy 2025–2027 represent a coordinated push to build a next-gen AI ecosystem—anchored by hyperscale data centres and regional innovation hubs. Project Transcendence: Saudi Arabia’s $100B Bet on AI and Cloud

Unveiled earlier this year by Saudi Arabia’s Public Investment Fund (PIF), Project Transcendence is a $100 billion initiative to position the Kingdom as a global leader in AI and cloud infrastructure. It builds on prior moves by AWS and e&, which jointly launched a $1B cloud infrastructure project in the region.

Key focus areas:

  • Developing hyperscale data centres powered by renewable energy
  • Attracting global players via joint ventures and investment—Google alone has pledged $5–10B for AI projects in KSA
  • Upskilling local talent in AI and cloud technologies
  • Supporting private-sector innovation under the umbrella of Vision 2030

This initiative signals Saudi Arabia’s intent to play a defining role in the future of global AI.

 

Abu Dhabi’s Digital Strategy 2025–2027: Government as an AI Powerhouse

Meanwhile, Abu Dhabi is rolling out its own transformation agenda through its Digital Strategy 2025–2027, backed by a $3.54B investment. Its headline goal: to integrate AI across 100% of government digital services by 2027.

Key pillars include:

  • Building a National AI Cloud for public sector use
  • Launching an AI Centre of Excellence to support policy and innovation
  • Expanding talent development and upskilling programmes via partnerships
  • Generating over 5,000 jobs and contributing $6.5B to the economy

With strong backing from institutions like MBZUAI, Abu Dhabi is placing public-sector transformation at the heart of its AI strategy.
